This is a reprint of a government document transmitted to the attorney general of the United States in January 1989 by the Office of Legal Policy of the United States Department of Justice. The appendixes have not been reprinted, but the interested reader is referred to the list thereof in the table of contents.

Member of the District of Columbia Bar; between 1963 and 1989 the author held several senior positions in the United States Department of Justice that largely involved criminal law reform and entailed supervision of the department's effort to achieve the enactment of a new federal criminal code;B.A., Michigan State University 1956; J.D., University of Michigan 1959.
