Zusammenfassung
Mit den Abraham Accords haben die Vereinigten Arabischen Emirate und Bahrain mit Israel vollständige diplomatische Beziehungen aufgenommen. Die Verträge formalisieren einen langen Annäherungsprozess, der auf konvergierenden Interessen und gemeinsamen Bedrohungswahrnehmungen beruht und eine Reaktion auf den US-amerikanischen Rückzug aus der Region darstellt. Das transformative und friedenstiftende Potential für die Region bleibt jedoch gering, insbesondere mit Blick auf den israelisch-palästinensischen Konflikt.
Abstract
With the Abraham Accords, the United Arab Emirates and Bahrain established full diplomatic relations with Israel. The treaties formalize a long process of rapprochement based on converging interests and common threat perceptions and represent a reaction to the US withdrawal from the region. However, the transformative and peace-building potential for the region is low, especially with regard to the Israeli-Palestinian conflict.

Israel hat in unterschiedlicher Qualität und Quantität Beziehungen zu den Mitgliedstaaten des Golf-Kooperationsrates (GCC) aufgebaut. Im Folgenden liegt das Hauptaugenmerk auf den Beziehungen zu den VAE, die nun als erster Akteur einen Friedensvertrag mit Israel geschlossen haben, sowie auf Saudi-Arabien. Letztere sieht sich als die regionale Führungsmacht. Zudem ist davon auszugehen, dass die Normalisierungsschritte der VAE und insbesondere Bahrains mit Saudi-Arabien koordiniert sind. 2017 haben Saudi-Arabien, Bahrain und die VAE die diplomatischen Beziehungen mit Katar, ebenfalls GCC-Mitglied, abgebrochen.
Nach Abschluss der Osloer Verträge konnte Israel auch mit Marokko, Tunesien, Katar, Oman und Mauretanien diplomatische Beziehungen aufnehmen. Alle diese Staaten liegen geographisch von Israel weit entfernt, keiner hat einen direkten Konflikt mit Israel ausgetragen. Dennoch haben (bis auf Katar) nach Ausbruch der 2. Intifada all diese Staaten ihre diplomatischen Beziehungen wieder abgebrochen (Podeh 2020b).
