Abstract
Having a strong technical skills base (section 3.4) and technical autonomy is absolutely mandatory if the communication office is to keep pace with the speed of the news flow and the demands of the press. This covers superficially simple, but often controversial issues, such as having administrative privileges f or operating systems, having access to office supplies during off hours (printing paper, printing inks, stationery and so on) and purchasing printers t hat are not shared with other departments.
