Abstract

This chapter offers scientific advisers practical ways to avoid overlooking unintended effects of the policy options they formulate on the society as well as on other policies. It describes ways for advisers to conduct cross-policy analyses in order to avoid conflicting policy actions that will be regretted later, and it offers a tool for conducting these analyses, namely, the doughnut scheme.

N.B. The illustration is very simple and does not include the collection of full, impartial and high-quality evidence or a foresight investigation. In a real case, advisers would gather the scientific evidence from recent research conducted by reputable knowledge centres, such as the International Energy Agency and the European Environment Agency.
