Zusammenfassung
In Deutschland und anderen EU-Ländern gibt es eine konfuse Debatte über die Einführung einer CO2-Steuer. Einige Politiker lehnen eine „neue“ Steuer ab: Man wolle keine weitere Steuer, es müsse doch ein besseres Klimaschutz-Instrument geben; aber so einfach ist das nicht und um eine zusätzliche Gesamtsteuerbelastung geht es langfristig ohnehin nicht. Auch wenn man an die Ausweitung des CO2-Zertifikate-Handels von 45% der Emissionen auf 95% denken könnte. Aber das kann kompliziert sein und wäre vermutlich nicht sinnvoll, wenn der Zertifikatepreis wieder auf wenige Euro fallen sollte. Fragen der CO2-Bepreisung beziehungsweise der CO2-Steuer als Klimapolitikinstument werden thematisiert, wobei internationale Vergleiche sowohl für CO2-Steuern wie für Emissionshandelssysteme dargestellt werden.
