HIROSHI KIMURA is a Professor at the International Research Center for Japanese Studies in Kyoto.

I. WILLIAM ZARTMAN is the Jacob Blaustein Professor of International Organizations and Conflict Resolution at Johns Hopkins University in Washington, DC.
