Abstract

Neither side was terribly happy with the SALT-I agreement, which suggests that it was fairly equitable. It was intended as a stop-gap measure designed to give the superpowers a chance to negotiate a more permanent limit on nuclear weapons. It was thought that negotiations to reduce weapon levels would be easier in the knowledge that the threat was not growing rapidly.
