Abstract

Public sector divestment has emerged in the 1980s as a major phenomenon in both industrialized and developing countries (Béjot, 1988; de Croisset, Prot, and de Rosen 1986; Hemming and Mansoor, 1988; Horvath, 1990; Ramanadham, 1988; Schares and Reaves, 1990; Shirley, 1988). It covers a wide array of activities, ranging from the sale of a state-owned firm to a private sector suitor, better labeled as a privatization, to a simple restructuring of a state organization to make it more responsive to market forces.
