Abstract
“There is a good reason to suppose that substantially higher standards of attainment at age sixteen can be achieved in this country by pupils throughout the ability range.” So said Sir Keith Joseph, the Education Secretary, in a major speech outlining ambitious plans to get children to do better in school.
