Abstract
The identification of scale efficiency reveals that regional production efficiency discrepancy is mainly due to capital elasticity with FDI. FDI path witnesses crowd-in effect on capital after 1996 in Eastern region while crowd-out effect on capital in both Middle and Western regions during almost all the time. Possible decision makings for narrowing regional discrepancy are designed with environment FDI path identification. Implement of urbanization environment with FDI path realizes the crowd-in effect on capital in both Middle and Western regions.
