Abstract
Health maintenance organizations (HMOs) are not a new phenomenon. Kaiser Aluminum Company created the Kaiser-Permanente Plan in California in 1942 to provide health care services for its employees in areas with few such services. Kaiser-Permanente was one of the first HMOs in the country and is still one of the biggest of the “closed panel” type of HMOs.
