Abstract
On the basis of the overall operation process of the ODR platform, this paper comprehensively evaluates the quality problems such as the process efficiency and the operation cycle, and describes the dispute resolution process of the platform by using the IDEF0 model, and establishes a process activity analysis table through the FMEA, in combination with the problems that may exist in the actual operation data analysis process of the ODR platform of Zhejiang Province, including the lack of the detailed time standard of each link, the long feedback time of the consultation link, the too strict information restriction in the submission of the mediation application, the excessive communication links, the lack of feedback evaluation links, and etc. On this basis, by using the methods of expert empowerment and scoring and Pareto rule classification, the paper puts forward some suggestions for improving the problems existing in the process, including setting the process link, defining the running time standard, removing the redundant communication link, strengthening the management of consultation link and adding evaluation link, in order to promote the ODR platform to perfect its own operation flow and promote the promotion and application of ODR service through the above improvement measures.
