Abstract
In 2015, the United Nations General Assembly (UNGA) adopted Sustainable Development Goals (SDGs) towards 2030, Goal 5 of which addresses the issue of “Gender equality and women’s empowerment”. One of the nine targets under Goal 5 is to “ensure women’s full and effective participation and equal opportunities for leadership at all levels of decision making in political, economic and public life (target 5.5)”. This target is measured by two indicators: 5.5.1 proportion of seats held by women in national parliaments and local governments; 5.5.2 proportion of women in managerial positions. Along with all member states of the United Nations, the Japanese government committed to achieving SDGs.
