Zusammenfassung

Wenngleich die Entstehung der kanadischen Doktrin des Multikulturalismus wesentlich vor dem besonderen konstitutionellen Hintergrund des Landes zu erklären ist, ergeben sich über den damit verbundenen Bereich der Staatsbürgerschaft auch Bezüge zur Thematik der Immigration. Weil an der Schwelle zum 21. Jahrhundert jedoch nicht allein das Verhältnis der beiden dominanten Gründernationen zueinander, sondern mindestens ebenso sehr die Fähigkeit des Staates entscheidend ist, die Ansprüche der Ureinwohner miteinzubeziehen sowie auf die veränderte ethnische Zusammensetzung des kanadischen Gemeinwesens adäquat zu reagieren (Mackey 1999: 70), sollen die Themenkreise Multikulturalismus und Einwanderung hier aufeinander bezogen werden (Wayland 1997; Bryden 1998: 41 ff.). In diesem Beitrag wird es zunächst darum gehen, die Situation Kanadas als Einwanderungsland im historischen Kontext zu skizzieren, um auf dieser Grundlage die Schwierigkeiten einer Integration in den traditionellen kanadischen Dualismus darzulegen. Schließlich soll der institutionelle Charakter des kanadischen Multikulturalismus untersucht werden, bevor in einer Synthese die demokratietheoretischen Implikationen dieses Modells zu würdigen sind.
