Europa in der Welt: Die vielen Gesichter der EU-Außenbeziehungen

Zusammenfassung

In der Europäischen Sicherheitsstrategie (ESS) proklamiert die EU, als Zusammenschluss ihrer nunmehr 27 Mitgliedstaaten und ihrer Wirtschaftskraft „zwangsläufig ein globaler Akteur“ (Europäischer Rat 2003: 1) zu sein. Im breiten Spektrum außen- und sicherheitspolitischer Fragen von den Beziehungen mit der Nachbarschaft über den Außenhandel bis hin zur internationalen Sicherheitspolitik solle die Union daher ‚mit einer Stimme sprechen‘. Obgleich die Außenbeziehungen traditionell zu den souveränitätsrelevantesten Aspekten nationaler Staatlichkeit gehören, haben die Mitgliederstaaten für diesen Zweck in der EU schrittweise Institutionen, Verfahren und ein Instrumentarium entwickelt, um sich außenpolitisch abzustimmen und gemeinsam handeln zu können.
