Regierungssysteme in Mittel- und Osteuropa

Zusammenfassung

In den westeuropäischen Demokratien wurde die überwiegende Mehrzahl der nationalen Regierungen seit 1945 von zwei oder mehreren Parteien gebildet (Müller/Bergman/Strøm 2008: 7f.). Dieser Befund hat weitreichende Konsequenzen für die Funktionsweise der parlamentarischen Regierungssysteme. In Mehrparteienregierungen basieren politische Entscheidungen stets auf einem Kompromiss zwischen den Koalitionspartnern, die zugleich im Wettbewerb zueinander stehen. Folglich ist der kabinettsinterne Abstimmungsbedarf größer als in Einparteiregierungen. Diese fundamentale Differenz hat sich auch in der empirischen Demokratietheorie niedergeschlagen. In der Regimetypologie Arend Lijpharts (1999) zählen Koalitionsregierungen zu den Strukturmerkmalen der Konsensdemokratie, Einparteiregierungen dagegen zu jenen der Mehrheitsdemokratie. Aus Sicht des Vetospieleransatzes sind in Koalitionsregierungen Politikwechsel deutlich schwieriger umzusetzen als in Einparteiregierungen (Tsebelis 2002). Nicht zuletzt gelten Einparteikabinette auch als stabiler, was die Funktions- und Leistungsfähigkeit des Regierungssystems fördert (Saalfeld 2008: 327).
