Zusammenfassung

Es wird zunächst ein Überblick über Anwendungsschwerpunkte und Schwerpunktverlagerungen von OR-Verfahren im öffentlichen Bereich gegeben. Anhand ausgewählter Anwendungsbereiche wird dann der Frage nachgegangen, ob sich in jängerer Zeit neue Anwendungen und Methoden in Reaktion auf spezifische Probleme abzeichnen. Dem Eindringen von Systemanalyse und OR in den öffentlichen Sektor wird nicht nur mit Wohlwollen, sondern auch mit Skepsis und Argwohn bis hin zu massiver Kritik begegnet. Im letzten Teil wird den Aspekten der Kritik nachgegangen, die auf die Unangemessenheit des OR-Instrumentariums aufgrund besonderer Merkmale öffentlicher Organisationen und ihrer Planungs- und Entscheidungsprozesse verweisen, und es werden einige Schlüsse gezogen, die für eine zukünftige OR-Intensivierung im öffentlichen Sektor nützlich sein können.

Summary

First a synopsis is given of focal points and changing patterns of operations research applications in the public sector. On the basis of selected ranges of application the following part deals with the question whether new applications and methods have emerged recently in response to specific problems. The introduction of System Analysis and OR into public policy and administration has not been accepted in general but aroused scepticism, suspicion as well as heavy criticism. Finally those aspects of criticism will be examined more closely which refer to the OR instruments as being inadequate because of the particular attributes of public organizations and their planning and decision processes. Some conclusions are drawn that may lead to a future promotion of OR applications in the public sector.
