Abstract
Two factors seem to characterize, although with different peculiarities and frequent ambiguities, the evolution of health care models at the in ternational level: the new significance of prevention and the need for decentralization. These two aspects, in their different meanings, are linked strictly in terms of political choices and of practical feasibility, and have various informative implications which we try to briefly outline:
