Abstract

It was the 13th of September 1994 in Cairo, Egypt, when the UN Conference on Population and Development (ICPD) came to a close. Representatives of women’s organizations were sitting in the visitor galley completely exhausted from three weeks of intensive lobbying, staying up all night to review documents, and preparing alternative language. They still were hesitant to believe of what governmental delegates were about to agree to on the negotiation floor. For the first time in the history of UN population policy, governments adopted with consensus a Platform of Action on Population that placed women’s reproductive rights and health at the center of the management of population growth, devoting an entire chapter to the subject (Report of the ICPD 1994).
