Zusammenfassung
In der Mitte der 70er Jahre wurde unter der Leitung des damaligen Verteidigungsministeriums der UdSSR die Entwicklung eines neuen satellitengestützten Navigationssystems aufgenommen, mit dem das seit 1966 in Betrieb befindliche System CIKADA (siehe Kapitel 2, Abschnitt 2.2) abgelöst werden sollte. Das neue System bekam die Bezeichnung (ins Englische übersetzt) Global Navigation Satellite System (Abkürzung GLONASS). Die Aufgabe des Systems war in erster Linie die Unterstützung der Navigation der Marine und die Lieferung einer genauen Zeitinformation. Es wurde erkannt, dass eine zivile Nutzung die Belange der militärischen Institutionen nicht beeinträchtigen würde. Daher ist von Anfang an keine Einschränkung für zivile Nutzer vorgesehen worden. Der erste Satellitenstart erfolgte 1982. Meist wurden bei diesem System drei Satelliten gleichzeitig gestartet und in ihre Umlaufbahnen gebracht.
