Abstract

During the high economic growth period in 1960s, Japan’s coastal area especially major bay areas like Ise Bay faced serious problems such as environmental problems and conflict between industry and fishery. As economic and social conditions have changed since the oil crisis, the necessity to propose the new policy to manage Ise Bay and the bay area from the new point of view has been raised in 1970s and 1980s.
