Abstract
In recent years the most distressing fact which has been forced to the attention of those concerned with the care of children has been the frequency and severity with which they are maltreated by their parents and guardians. Once considered a rare aberration indeed, child abuse is now known to be an endemic disease of society, relatively unaffected by affluence and humane legislation. In historical perspective it is apparent how, over the last century, the improving public lot of children diverted attention from the failure of their private lot to improve equally. It is often pointed out that the RSPCA was founded in 1823 but the NSPCC in 1889!
