Abstract

The zoning of glaciated countryside is proceeding at a rapid pace. Prompted by the desire to maintain the rural character while raising existing property values. and to protect uncommitted land from misuse, planning organizations at all levels of government are attempting to control and design anticipated growth by land use regulation. The responsibility for achieving these objectives rests with the residents of towns-the fundamental units of rural government. There is little doubt that planning, zoning ordinance adoption and code enforcement, with the attendant problems, constitute for towns a stiff test of the concept of home rule.
