Introduction

Abstract

All over the world, systems of doctoral education increasingly belong to a context where diverse stakeholders and policy makers are driving developments in higher education. The PhD has become a target for policy attention and intervention by governments and supranational organizations, such as the European Union and the Organisation for Economic Co-operation and Development, as they seek to expand and enhance doctoral education in their countries and regions.
