Abstract

The end of the Cold War has brought many visible and invisible changes into peoples’ lives. In Europe, the political, ideological and military tensions have been greatly reduced. Following the withdrawal of American and Soviet troops, Europe ceased to be a theatre for confrontation. The universal reduction in military expenses, in nuclear arsenals, and the agreement for the temporary suspension on nuclear tests; all of these changes not only demanded readjustments and new thinking in foreign policies among EU member states, but also provided the whole world with an opportunity to re-evaluate their relations with each other.
