Abstract

Health systems and social services are becoming increasingly more complex and more beleaguered, with greater numbers of clients and fewer resources. In the health sector, managers and clinicians are being asked to demonstrate greater efficacy and greater efficiency, to “do more with less.” Meanwhile, in the social services sector, more services are being delegated to community agencies through direct service contracts. Historically, nonprofits were funded through a combination of fund-raising, grants, and government contracts. Over the past 20 years, however, there has been a fundamental shift.
