Abstract
On the premise of combining the cost control status at the design phase for the observatory world project by China State Construction Engineering Corporation (CSCEC), the analysis on cost affecting factors and cost management at the design phase is conducted and then a cost management optimization program is proposed on a basis of the application of value engineering theory and methodology. This is to indicate the future improvement directions for engineering costs in this project, to effectively improve the cost management at design phase, and guarantee the upgrade of functionality and value of the project.
