These regulations were promulgated in the September 2006 Decree No. 474 of the State Council and enacted in December of the same year. A total of 52 regulations are outlined in several chapters: Chapter I, General Provisions; Chapter II, Establishment; Chapter III, Planning; Chapter IV, Protection; Chapter V, Utilisation and Management; Chapter VI, Legal Liabilities; and Chapter VII, Supplementary Provisions. Scenic areas refer to areas with a beautiful environment and outstanding cultural or scientific values for tourists and scientific research and studies. Newly established scenic areas cannot overlap with nature reserves and shall be properly coordinated to ensure no overlap.
