Abstract
Increasing attention is now being given to linking social protection with human rights. This article accounts for the change in strategy in terms of the failure of a development agenda heretofore dominated not just by neoliberalism but, more generally, the rationality of economics as science. A case is made that the World Bank is resisting human rights because it doesn’t want to give up the prevailing, scientized definition of ‘human’ enabling World Bank hegemony.
