Abstract
‘Defence’ and ‘administration’ are considered jointly in this chapter for four reasons: in published budgets neither is broken down into components; they are sometimes considered under the same heading by Soviet economists (Lavrov et al., 1961, p. 21; Massarygin, 1968, p. 118); in official statistics the size of both is minimised (Schroeder, 1976, p. 23); and in the Stalinist period ‘administration’ covered part or all of the costs of paramilitary forces. As there is little to say about administration it can be dealt with first.
