Abstract

The 1980s have been bad news for the Third World. Recession has brought debt and falling living standards for the poor in most underdeveloped countries. There has been famine in Africa, the world’s worst industrial accident in Bhopal, India, an earthquake in Mexico City and a volcano disaster in Colombia.
