Abstract

The world today lives in peace maintained by a balance of nuclear terror. Yet confrontation, conflict, contention and even war are still threatening the survival of mankind. Hence all sovereign countries share a common desire for security and development. However, with the rapid advance in science and technology, the arms race between the two superpowers has escalated to a higher level. This trend can be best illustrated by the development of the Strategic Defense Initiative (SDI) which is threatening the existing balance of terror in the world. And the stormy and unstable situation in international relations is posing challenges to the destiny and future of medium powers with nuclear arms.
