Abstract

In early January 1993 the Vance-Owen team put their proposals in full to Izetbegovic, Karadzic and Boban at the Geneva Peace Conference, and then bent their efforts to persuade all three Bosnian leaders to accept it in its entirety. This proved to be a formidable and futile task, the Geneva Conference stumbling along between adjournments.
