Abstract
It is no use trying to persuade ourselves that the whole of the Native Army is capable of meeting an enemy from Central Asia or Europe; they are not, and nothing will ever make them. It is not a question of efficiency, but of courage and physique; in these two essential qualities the sepoys of Lower India are wanting.
