Abstract
Political power exists in a vacuum if it is not supported by the powers of expenditure and revenue-raising. The economic experience of regions in this context depends upon the patterns of expenditure and revenue-raising by central, regional and local government. That by central government affects the region from above: that by local government affects the region from below. Chapters 8 and 9 consider the regional implications of central-government expenditure and revenue-raising. This chapter focuses upon local-government finance, and upon local and central-government expenditure on urban policy measures.
