Abstract

Flood disaster assessment system and warning monitoring are of great complexity, including a variety of uncertainties, such as stochastic, fuzzy, gray. In this paper, the risk vulnerability assessment and warning monitoring analysis have been introduced systematically and have been studied for characteristics of flood danger, vulnerability and flood control program optimization in flood fields. Flood disaster system is a multi-level, multi-index and complicated system with a lot of uncertainty. Risk vulnerability assessment is used for calculating the index subject in the paper. On the basis of analysis of the current Chinese flood disaster mitigation efforts in flood prevention research background and current situation analysis of the status quo, the paper points out the existing problems of current China flood control and disaster mitigation and the importance of flood control program optimization.
