Abstract

Heightened concern for environmental quality and limited domestic capacity to meet energy demands with fossil fuels have brought the United States to the realization that renewable sources of energy must be given a new priority. In 1973 the urgency of this problem was dramatically impressed upon the nation with the Middle East oil embargo. It became clear that the nation could not remain complacent in its dependence on fossil fuels.
