Abstract
Conditions that promote the closure of state hospitals for the mentally ill and mentally retarded prevail throughout the nation. Declining inpatient populations, a growing emphasis on community programs, the high overhead cost of large institutions, and the limited funds available for mental health programs make closing mental hospitals an increasingly viable alternative.
