Abstract

In England and Wales, the local government authorities (LAs), through their social service departments, provide accommodation and care for certain groups with special needs — these include the elderly, people with physical handicaps, chronic mental illness, and some people with mental handicaps. The level of provision varies considerably between authorities, and depends on local traditions, local priorities, and the availability of resources. Most LA group homes and hostels are located within the geographical boundaries of the authority.
