Abstract
This study explores the degree to which centralized systems, such as the Armenian police, were able to create uniform levels of police integrity across the parts of a large system. The chapter relies on the police integrity survey conducted in 2013 in Armenia. The sample of 622 police officers from three police agencies evaluated hypothetical scenarios describing various forms of police misconduct. Assessments of seriousness and knowledge of official rules were very similar across the three agencies, confirming the notion that centralized systems create uniform levels of police integrity. On the other hand, there are large agency differences in the respondents’ views concerning appropriate discipline and their willingness to report misconduct, suggesting that smaller units within centralized systems create somewhat distinct cultures of police integrity.
