Abstract

Apprenticeships have re-emerged, globally, as a popular solution to the college and career divide. In a comparative study of apprenticeships in the United States, Germany, and Sweden, we find each country has a shared challenge with effectively integrating new and vulnerable populations—immigrants, migrants, and refugees—into the workforce, as well as supporting equity for women, low-income communities, people of color, and other underrepresented populations in apprenticeships that feed into high-growth, well-paying fields. As models, based on successful systems in Europe, are built-out in the United States, it is imperative that recruitment of and support for these communities are focal to program design and policies.
