Euere Obrigkeit muß mit Euch reden, das Vaterland ist in Gefahr! aber nicht weil es von einem Feind bedroht ist; wir sind mit niemand im Krieg, es bedrohet uns niemand feindselig, und die freundschaftliche Macht, deren Krieger innert unsern Grenzen stehen, begehrt weder Hülfsvölker von uns, noch irgend etwas, das unserer Ehre und Unabhängigkeit entgegen ist.
