R.L. Plackett (Biometrika (1949), 149–157) points out that the theorem is due to Gauss (Theoria combinations observationum erroribus minimis obnoxiae, 1821/23), and that, presumably, the notation Gauss–Markoff theorem intends to honor Markoff’s later contributions to the theory of least squares.
