Abstract

This chapter, Bazbauers analyses stand-alone technical assistance projects. Designed to exclusively deliver technical assistance, they demonstrate different relational dynamics between lender and recipient compared to technical assistance components. The chapter begins with technical assistance projects from the 1960s and 1970s, designed to draft development plans and undertake country surveys. It next turns to technical assistance loans, introduced in the 1980s as companions to structural and sectoral adjustment programs, and involved in building human and institutional capacity. The chapter then analyses non-lending technical assistance, an instrument used in the 2000s to assist policy implementation, strengthen institutions, and facilitate knowledge exchange. It concludes with reimbursable advisory services, a unique service whereby countries ineligible to receive World Bank financial assistance can request fee-based technical assistance.
