Abstract

This paper is an attempt to define the factors which determine a transition from a functional approach to the process one in public higher education institutions. The determination of which factor, the human one or the administrative one, define the aims of the changes of management style and the choice of the methods of these changes were the interesting aspects of the conducted research. To evaluate the organization’s process maturity, we took into consideration the most important elements of the process approach and the specificity of the activities of public higher education institutions, including: an approach to a creation of organizational structure, an internal capacity to delegate tasks and a capacity to identify the value chain. The deliberations were based on the research conducted in public higher education institutions and on the detailed analysis of one of the biggest universities in Poland.
