This chapter expands some of the key notions of parliamentary development and explains critical concepts (i.e. democratization, aid effectiveness, parliamentary oversight, national integrity system and accountability etc.) and historical perspectives. The chapter sheds light on how parliamentary accountability and oversight can be infused into the aid effectiveness agenda. This chapter contributes to the development of a robust analytical framework by means of a literature review.
