Zusammenfassung
Unternimmt man den Versuch, Planung im Gesundheitswesen, insbesondere Ablaufplanung im Bereich des Krankenhauses, mit Hilfe von Modellen durchzuführen, deren Brauchbarkeit aus der industriellen Sphäre bekannt ist, so bewegt man sich in zweifacher Hinsicht auf schwankendem Boden. Einmal, weil nur allzuleicht eine Übertragung solcher Modelle wegen mangelnder Isomorphie fehlschlagen kann; zum anderen, weil viele, gegebenenfalls von den Planungen Betroffene nicht nur eine tiefe Abneigung gegen jede Planung zeigen, sondern auch eine Kooperation ablehnen. Die Kooperation mit Ärzten, technischem und Pflegepersonal ist jedoch absolut notwendig, wenn man die Strukturen von Planungsproblemen im Krankenhaus aufdecken will und wenn Modelle zur Abbildung dieser Strukturen mittels realer Datensätze getestet werden sollen. Dabei dürfte kein Zweifel darüber bestehen, daß z. B. der Leistungsvollzug in Krankenhäusern, der sich einer großen Zahl außerordentlich teurer technischer Einrichtungen bedient und in seinen Interdependenzen bei Diagnose- und Therapiemaßnahmen kaum noch intuitiv erfaß- und überschaubar ist, für seine optimale Auslastung der Planung bedarf.
