Abstract

As markets open up, third-party access rights need to be defined and indeed negotiated. The precise form and structure will depend upon the particular country in which these discussions take place. Nonetheless, there will be three classes of stakeholder:

  • the owners of the pipelines will be keen to ensure they get a good return on the pipes which they provide for gas transportation,

  • owners of gas which is to be transported who will want to make sure that the rights which they have are at least as good as any other competitor,

  • consumers who will want to make sure that third-party access leads to the least cost of gas supply.
