Großer Optimismus kommt nicht auf, wenn deutsche Unternehmen ihre Erwartungen für das Jahr 2004 beziffern. Zu oft wurden in den vergangenen Jahren Hoffnungen enttäuscht, und zu selten tat die Politik das, was von ihr erwartet wird: die notwendigen strukturellen Reformen umzusetzen.
