Zusammenfassung

Die liberale Demokratie sei eine „große Philosophie der Inklusion“, so Charles Taylor. Sie gelte als eine „Herrschaft des Volkes, durch das Volk und für das Volk“, wobei man unter Volk heute jedermann verstehe, „ohne jene unausgesprochenen Einschränkungen, die früher Bauern, Frauen oder Sklaven ausschlossen“ (Taylor 1998: 143). Auch wenn die Ansichten zu den wünschbaren Formen staatsbürgerlicher Partizipation divergieren und das angemessene Maß an Exklusivität demokratischer Institutionen umstritten ist, geht der mainstream der vergleichenden Demokratien- und Demokratisierungsforschung doch von einem formal-prozeduralen Demokratiebegriff aus, der sowohl allgemeine und gleiche Rechte politischer Teilhabe postuliert, als auch von Differenzen zwischen den Individuen, Gruppen, Ethni-en und Geschlechtern hinsichtlich der Wahrnehmung dieser Rechte abstrahiert.
